Masdar Signs RWE, Luxcara MoUs for Offshore Wind and BESS Investment

Masdar has signed separate memoranda of understanding with RWE and Luxcara covering potential investments in offshore wind and battery energy storage in Germany and elsewhere in Europe.

The agreements were signed on 11 September 2026 during a UAE state visit to Germany. The MoU with RWE has an indicative investment value exceeding €3 billion, while the agreement with Luxcara covers potential joint investments of more than €5 billion.

Under the first agreement, Masdar and RWE will explore joint participation in German offshore wind auctions in 2027.

The companies already cooperate in the UK offshore wind sector, where they jointly operate and develop projects with a combined capacity of 3.6GW. Their partnership began with the London Array offshore wind farm, which has been operating since 2013.

Masdar and RWE are also partners in Dogger Bank South, comprising two offshore wind projects with a planned combined capacity of 3GW. The projects secured Contracts for Difference in the UK Government’s Allocation Round 7 earlier in 2026.

The second MoU covers a potential strategic partnership between Masdar and Hamburg-based energy infrastructure asset manager Luxcara. The companies will explore joint investment opportunities in battery energy storage systems, offshore wind and potentially other technologies in Germany and elsewhere in Europe.

Potential investments under the MasdarLuxcara agreement could exceed €5 billion. The proposed partnership is subject to definitive agreements, customary conditions and regulatory approvals.

In Germany, Masdar is already involved in offshore wind through the 476MW Baltic Eagle project. The latest agreements extend its cooperation with German companies across offshore wind and energy storage.
