CIMC Raffles has signed the EPCIC contract for the Greater PAJ FPSO project, marking its first full floating production, storage and offloading vessel EPCIC award. The contract strengthens the company’s position in the international FPSO and high-end offshore engineering market.

The project’s Final Investment Decision and contract signing ceremony took place on 22 June 2026 in Luanda, Angola. Azule Energy, project equity stakeholders, ANPG and related contracting parties attended the event. CIMC Raffles was represented by Vice President Li Minggao and Marketing Center Director Wang Haibing.

The Greater PAJ development covers five fields: Palas, Astraea Central, Juno, Dione and Urano. They are located in Blocks 31 and 31/21, about 200 km offshore Angola, in water depths of 1,500 m to 2,000 m.

The Greater PAJ FPSO will receive, process, store and offload oil and gas. Once in operation, it will have a production capacity of up to 95,000 barrels of oil per day.

Under the contract, CIMC Raffles will handle the full FPSO scope, including FEED, basic and detailed design, procurement, construction, towage, offshore installation and commissioning.

The award expands CIMC Raffles’ role from work packages such as standardized design, hull EPC and partial topside module EPC to full-vessel integrated delivery. The company said the project reflects recognition of its engineering, supply chain, project management, construction, integration and offshore commissioning capabilities.

CIMC Raffles said it will use the Greater PAJ FPSO project to support its international and high-end offshore engineering strategy, while delivering the project to agreed quality and schedule requirements.
