Hoegh Evi is considering FSRU newbuildings alongside conversions of existing LNG carriers as it assesses vessels for future floating LNG import projects.
TradeWinds reported on 25 September 2026 that Hoegh Evi is examining both options. The company estimates that about 140 existing LNG carriers have conversion potential, although not all would meet the requirements of individual FSRU projects.
One project being developed by Hoegh Evi and VTTI is Zeeland Energy Terminal at Vlissingen-Oost in the Netherlands. The planned terminal will use an FSRU permanently moored at the quay and connected to the Dutch national gas grid. It is designed for approximately 7.5 bcm per year of send-out capacity and at least 180,000 cbm of LNG storage.
The developers’ current schedule targets a final investment decision in Q3 2027 and commercial operations in Q4 2029. An open season launched in early 2026 attracted requested capacity significantly above the terminal’s planned capacity after the Expression of Interest phase closed on 6 March 2026.
Dutch government information separately states that Zeeland Energy Terminal is planned to open in the second half of 2029 and that the permitting process is expected to be completed in the first half of 2027.
Hoegh Evi is also converting the LNG carrier Hoegh Gandria into an FSRU for deployment in Egypt. The company signed a 10-year time charter with Egyptian Natural Gas Holding Company (EGAS), with the vessel scheduled to arrive at the Port of Sumed in Q4 2026. The converted unit will provide up to 1,000 mmscf/day of peak regasification capacity. Hoegh Gandria was acquired in February 2023 with conversion to a high-capacity FSRU already planned.
Seatrium secured the Hoegh Gandria conversion contract in May 2025. Its scope includes installation of a regasification skid and integration of cargo handling, utility, offloading, electrical and automation systems. Seatrium said engineering work would begin in May 2025, with an estimated project duration of 18 months.
Separately, HD Korea Shipbuilding & Offshore Engineering announced on 1 July 2026 that it had secured contracts worth KRW 885 billion for one LNG carrier and one FSRU. The FSRU contract was valued at KRW 492.8 billion. Both vessels will be built by HD Hyundai Heavy Industries and are scheduled for delivery by the first half of 2029.
Hoegh Evi, formerly Hoegh LNG, has previously taken delivery of FSRUs built in South Korea. Hoegh Gannet, a 170,000-cbm FSRU, was delivered by Hyundai Heavy Industries on 6 December 2018.
The 170,000-cbm Hoegh Galleon was delivered by Samsung Heavy Industries on 27 August 2019. Earlier, Hoegh LNG had signed a 2016 letter of intent with Samsung Heavy Industries covering one firm and three optional FSRUs, followed by a separate FSRU shipbuilding contract with Hyundai Heavy Industries in January 2017.
