Zhongmin Energy has announced that its controlled subsidiary has signed an RMB 4.2 billion EPC contract for the Changle Offshore Centralised Transmission Project in Fujian Province, China.
Project owner Fujian Fuzhou Mintou Offshore Wind Collection Station Co., Ltd. signed the contract with a five-company consortium led by Fujian Yili Construction Engineering Co., Ltd.
The EPC scope covers survey and design from the preliminary design stage through project completion, along with permitting and coordination, equipment procurement, manufacturing supervision, equipment installation, construction, inspection, testing, commissioning, trial operation and final acceptance.
Construction is scheduled to begin on 31 December 2026, with grid connection and operation planned for 31 December 2028. The contracted construction period is 731 days.
The Changle Offshore Centralised Transmission Project is intended to provide centralised power transmission for offshore wind developments in the Changle area. According to the Fujian Provincial Development and Reform Commission, the project has a 2.1 GW transmission capacity and will be located in Songxia Town, Changle District, and adjacent offshore waters.
The approved facilities include one ±525 kV offshore flexible HVDC converter station and one onshore control station. The onshore facility will include a 210 MW/420 MWh energy storage system. The project also covers ±525 kV DC cables, control and protection systems and associated construction works.
The Fujian Provincial Development and Reform Commission approved the project in December 2024 with a total investment of RMB 7.3 billion. Zhongmin Energy holds a 51% interest in the project company.
Zhongmin Energy said construction remains subject to approval from relevant authorities. The company also identified the complexity of the construction process and offshore operations as factors that could affect completion according to the planned schedule.
