Mammoet Canada Eastern Ltd., Port of Argentia Inc. and Argentia Capital Inc. (ACI) have signed an MOU covering plans for the Argentia floating dry dock project and a marine repair facility in Newfoundland and Labrador, Canada.

In its announcement on 21 October 2026, the port outlined a planned operator search. A formal Expression of Interest (EOI) process is due to begin in the coming months, seeking an international marine industrial operator able to run the facility and help expand services at Argentia.

The technical proposal centres on the Tugdock Submersible Platform (TSP). Developed by Mammoet subsidiary Tugdock Submersible Platforms Ltd., the system has a modular configuration that can be scaled to suit different vessel sizes and industrial requirements. The project would combine this technology with Mammoet’s capabilities in heavy lifting, transport and marine operations, alongside infrastructure already available at the port.

Plans include using Argentia’s graving dock infrastructure and industrial land. The partners said the deepwater, ice-free harbour and the site’s separation from nearby residential communities provide conditions for year-round, 24-hour marine industrial activity. The project would also draw on regional personnel who have worked in marine construction and heavy industry.

The facility would accommodate multiple clients. Its target markets include commercial vessel operators, offshore oil and gas, offshore wind, the Canadian Coast Guard and the Royal Canadian Navy.

Mammoet already undertakes work at Argentia, including activities at the former Cenovus Graving Dock site and offshore wind marshalling projects. Port chief executive Scott Penney pointed to this existing cooperation as a basis for developing additional marine services.

The MOU advances planning for the development. The announcement gives no investment amount, lifting capacity, vessel size limits or commissioning date.
