Adura Rosebank Public Consultation Period Reaches 17 August Deadline

The public consultation period for the Rosebank oil and gas development was scheduled to run until 17 August 2026 as part of the UK regulatory process for the project, according to Adura Operations Limited.

The Offshore Petroleum Regulator for Environment and Decommissioning opened the consultation in July. Representations, comments and questions relating to Rosebank could be submitted to the Secretary of State for Energy Security and Net Zero by 17 August under reference ES/2022/001.

The Rosebank consent application is being considered under the environmental impact assessment process. The Oil and Gas Authority, which operates under the North Sea Transition Authority business name, is responsible for deciding whether to grant consent. Agreement from the Secretary of State for Energy Security and Net Zero is required before consent can be granted.

Rosebank is located in the Faroe-Shetland Channel, approximately 130 km north-west of Shetland, in water depths of around 1,100 m. Adura Operations Limited will operate the development, while the licences covering the field are held by Adura Operations Limited and Ithaca SP E&P Limited.

The project is planned in two phases. Phase 1 comprises four production wells and three water injection wells. Subject to findings from the initial wells, Phase 2 could add up to three production wells and two water injection wells. New flowlines will connect the wells to a redeployed floating production, storage and offloading vessel.

Oil will be offloaded by tankers, while gas will be exported through a new pipeline connected to the existing West of Shetland Pipeline Systems. Subsea facility installation began in summer 2024, with first drilling commencing in Q1 2026. First oil is targeted for 2027 and field life is estimated at approximately 25 years.

In its 16 July 2026 press release, Adura said the retrofitted Petrojarl Rosebank FPSO had arrived at its location west of Shetland the previous month. The same release described Rosebank as representing £8.7 billion of private-sector investment and said more than £3 billion had been invested across Rosebank and Jackdaw at that time.

Adura also said Rosebank is expected to produce approximately 69,000 barrels of oil per day at peak production.
