Petrobras and Mozambique’s Empresa Nacional de Hidrocarbonetos (ENH) have signed a two-year memorandum of understanding establishing a framework for cooperation in the oil and gas sector.
The agreement was signed on 22 September 2026. According to Petrobras, it provides for joint work on studies, evaluation, development and commercialization, together with knowledge sharing and the exchange of technical experience. The MoU can be extended by mutual agreement.
ENH said the cooperation also covers joint studies related to exploration, evaluation, development, production and commercialization of hydrocarbons. The Mozambican company described the agreement as a framework for identifying areas of common interest between the two companies.
The signing took place on the sidelines of ROG.e 2026 in Rio de Janeiro. The event was held from 21 to 24 September 2026. Mozambique President Daniel Chapo also referred to the agreement during the event, describing it as cooperation between ENH and Petrobras in exploration and production.
The document was signed for Petrobras by Exploration and Production Director Sylvia Anjos and Exploration Executive Manager Jonilton Pessoa. ENH was represented by Board Chairman Rudêncio Morais and Executive Director Alegria Cossa.
ENH serves as Mozambique’s state commercial entity for hydrocarbon exploration, production, processing, marketing and distribution, with activities extending across the oil and gas value chain.
The MoU does not identify specific exploration blocks, development projects or investment commitments.
