Progeco Group will lead project management and technical supervision for Azule Energy’s Greater PAJ development offshore Angola under a newly awarded five-year contract. The assignment extends from engineering and construction through commissioning and preparations for operations.
Teams will supervise work across the project’s international engineering locations and its onshore and offshore sites in Angola. Their responsibilities include subsea installation, pre-commissioning, commissioning, operational readiness, and oversight of health, safety, environmental and quality requirements.
The work will be delivered by a consortium led by Italy’s Progeco SE and UAE-based Progeco Middle East Ltd, alongside Mecwide Angola and Taser Oil & Gas. The contract value was not disclosed.
The award follows a separate multi-year agreement that Progeco secured with Azule Energy in 2025 for technical and supervision services in Angola.
Azule Energy, owned equally by Eni and bp, and its partners took the final investment decision on Greater PAJ on 22 June 2026. The development carries an investment of $5.1 billion and is scheduled to deliver first oil in the first half of 2029.
A new Greater PAJ FPSO, supplied by CIMC Raffles, will serve 10 production wells and seven water-injection wells. Its oil production capacity will be 95,000 barrels per day, with gas export capacity of 70 million standard cubic feet per day. Gas will reach the Angola LNG plant through a new pipeline linked to the existing Block 31 export network.
The subsea development brings together five fields: Palas, Astraea and Juno in Block 31, and Urano and Dione in Block 31/21. They lie approximately 200 km from the Angolan coast, in waters reaching 2,000 m deep.
Saipem has a separate $1 billion transportation and installation contract for the development. Equipment and material suppliers include Baker Hughes for subsea production systems, OneSubsea for umbilicals, TechnipFMC for risers and flowlines, and Vallourec for rigid pipes.
