On 16 January 2026, the U.S. District Court for the Eastern District of Virginia granted Dominion Energy a preliminary injunction that permits work to resume on the Coastal Virginia Offshore Wind (CVOW) project while the company’s lawsuit challenging the agency’s action moves forward.

Dominion Energy said its immediate priority is a safe restart so CVOW can begin delivering energy “in just weeks.” The company added that, alongside the ongoing legal process, it will keep working with the federal government to reach a durable resolution.

CVOW is planned to include 176 offshore wind turbines with a total capacity of 2.6 gigawatts, which Dominion Energy said is enough to power up to 660,000 homes. The project is positioned as part of the company’s all-of-the-above energy supply strategy to meet growing regional demand.
