The Philippines has opened its first offshore wind-dedicated auction, offering 3300MW of capacity scheduled for delivery between 2028 and 2030. The tender covers fixed-bottom projects and provides 20-year contracts, with development centered on Pambujan Port in Camarines Norte and Sta. Clara Port in Batangas.
This fifth round of the Green Energy Auction (GEA-5) represents the country’s first competitive process focused solely on offshore wind. Energy Secretary Sharon S. Garin said the finalized terms of reference resulted from extensive coordination among agencies and industry groups, emphasizing that the round moves the sector from early assessments to bankable projects supported by clear rules and defined milestones.
The Department of Energy said GEA-5 uses a coordinated milestone system linking developers and government agencies, tracking progress on grid studies, port readiness, permitting, construction, and delivery schedules. It is also the first round to formally align port and transmission preparation with project milestones.
Developers must submit registration documents, including wind resource assessments, infrastructure plans, and corporate filings. The Department of Energy is expected to announce the pre-bid conference and registration schedule soon.
Secretary Garin said offshore wind can support the Philippines’ long-term clean energy transition, noting that GEA-5 shows the country is prepared to attract global investment.
