The Philippine Department of Energy (DOE) has identified 1 December 2026 as the indicative bidding date for the recalibrated fifth round of the Green Energy Auction Program (GEA-5), the country’s first offshore wind auction.

GEA-5 was suspended on 4 July while the DOE reviewed the auction framework with government agencies and industry stakeholders. The recalibration is assessing grid and infrastructure preparedness, approval procedures, port and environmental costs, and potential supply chain risks.

The review of port, environmental and grid-readiness requirements is scheduled to continue through 2 September 2026. A Department Circular is targeted for signing by 24 August, while final approval of a Supplemental Terms of Reference is planned for 2 October 2026.

The DOE intends to resume GEA-5 after the Supplemental Terms of Reference is issued. The post-bidding process is scheduled to run from 2 December 2026 to 30 June 2027, covering bid checks, award notices, further evaluation and the issuance of Certificates of Award.

Projects linked to the auction include the 901 MW San Miguel Bay offshore wind project, jointly owned by Copenhagen Infrastructure Partners and ACEN Corporation.

GEA-5 also covers the 450 MW Frontera Bay, 600 MW Guimaras Strait and 600 MW Guimaras Strait II projects developed by Seawind Asia, Stream Invest Holdings, and Triconti ECC Renewables.

The auction covers 3.3 GW of fixed-bottom offshore wind capacity. The projects are expected to enter operation between 2028 and 2030, although the DOE said all dates remain indicative.
