Harbour Energy and Flotation Energy have signed a memorandum of understanding to assess the use of floating offshore wind to supply power to oil and gas assets in the North Sea.

Under the agreement, the companies will assess potential electrification scenarios and related technical, regulatory and commercial considerations.

Flotation Energy secured two sites in Scotland’s Innovation and Targeted Oil & Gas (INTOG) leasing round in 2023. The programme was designed to enable offshore wind energy to directly supply offshore oil and gas platforms.

The two floating wind projects, Green Volt and Cenos, have a combined planned installation capacity of 1.9 GW. Flotation Energy is developing both projects with Vårgrønn, a joint venture between Plenitude (Eni) and HitecVision.

Green Volt, located 80 km offshore Peterhead, received onshore and offshore consent in April 2024. The project was awarded a UK government contract for difference in September 2024.

Green Volt is planned to have up to 35 floating wind turbines and up to 560 MW of installed capacity. First power is expected in 2029.

Cenos has a planned capacity of 1.4 GW and is expected to comprise up to 95 floating turbines approximately 190 km from the coastline near Peterhead.

Flotation Energy and Vårgrønn submitted an offshore consent application for Cenos to the Marine Directorate in February 2025. The project is targeting first power in 2031.

The Cenos developers also acquired NorthConnect last year. NorthConnect is a proposed 1,400 MW HVDC interconnector between Scotland and Norway.
