Azerbaijan’s Cabinet of Ministers has designated a 711.4-square-kilometre water area in the country’s section of the Caspian Sea as a renewable energy area for offshore wind development.
The designation is intended to support more efficient use of renewable energy potential for electricity generation through the construction of offshore wind farms.
Azerbaijan’s Ministry of Energy has been tasked with organising the selection of an electricity producer for the designated area.
The selection process must comply with the rules for choosing electricity producers in renewable energy areas, approved under Presidential Decree No. 2285 dated 2 August 2023.
Construction permits for wind farms within the 711.4-square-kilometre area must be obtained in accordance with Azerbaijan’s Urban Planning and Construction Code and within the period specified in Article 6.7 of the Law on the Use of Renewable Energy Sources in Electricity Generation.
The State Committee on Urban Planning and Architecture must inform the Cabinet of Ministers within three days after a construction permit is granted. If a permit is not issued within the prescribed period, the committee must provide notification within three days after that period ends.
Responsibility for overseeing implementation of the decision has been assigned to the Agrarian and Ecology Department of the Cabinet of Ministers Office.
