Eni and its partners in Mozambique Rovuma Venture have opened an international EPCIC expression of interest process for a third FLNG production unit in Mozambique’s Rovuma Basin.
The planned FLNG facility will be located in Area 4, offshore Cabo Delgado, and is designed for deepwater operations at around 2,000 m. The unit will have LNG production capacity of up to 6.0 million tonnes per annum.
The tender covers a full EPCIC contract, including engineering, procurement, construction, transport, mooring, commissioning, start-up and performance testing. The expression of interest process remains open until 3 July.
Interested companies must show relevant experience from FLNG or comparable offshore projects completed over the past ten years. They must also present proposed liquefaction technology and identify suppliers for the mooring and storage systems.
The move follows Eni’s confirmation in May that it was assessing a third FLNG project in Mozambique. The development would follow Coral Sul, which has been producing since 2022, and Coral Norte, whose final investment decision was signed in October 2025.
Coral Sul produces about 3.4 million tonnes of LNG per year and has completed more than 120 LNG shipments since start-up. The project is expected to generate around $16.0 billion in tax revenue over its lifetime.
Coral Norte involves an investment of $7.2 billion and is expected to begin production in 2028. It is planned to double Area 4’s LNG production capacity and contribute about $23.0 billion in tax revenue to Mozambique over 30 years of operation.
At the Coral Norte final investment decision ceremony in Maputo, Eni Chief Executive Claudio Descalzi said the project would make Mozambique Africa’s third-largest LNG producer after Nigeria and Algeria.
Mozambique Rovuma Venture represents the Area 4 concessionaires, including Eni, ENH, CNPC, Kogas and XRG.
Mozambique has three approved major gas developments in the Rovuma Basin. These include TotalEnergies’ Mozambique LNG project, which has resumed after a security-related suspension in Cabo Delgado, and the Rovuma LNG project led by ExxonMobil, which is awaiting a final investment decision later this year.
