Ukrainian President Volodymyr Zelenskyy has accused Russia of deploying its so-called “shadow fleet” of oil tankers to launch drones targeting European countries. In his evening address, Zelenskyy urged allies to impose tougher sanctions, calling for Europe’s 19th sanctions package to hit Russia’s energy trade and tanker infrastructure. He also appealed to close access to European waters for Russian vessels evading restrictions.
The accusations come as Europe faces an increase in rogue drone activity. Denmark has reported multiple drone sightings over civilian airports and military bases, forcing Copenhagen Airport to close temporarily on September 22. Similar incidents were noted at smaller Danish airports in the following days. Officials described the activity as part of a potential “hybrid attack.”
Ahead of the European Council and European Political Community summits in Copenhagen, Sweden deployed military anti-drone units and radar systems to Denmark, while France also sent reinforcements. Swedish Prime Minister Ulf Kristersson confirmed his government’s contribution to Denmark’s summit security.
European diplomats privately warned Moscow that incursions into NATO airspace would trigger a strong response. Zelenskyy stressed that discussions with allies, including U.S. President Trump and Danish Prime Minister Mette Frederiksen, focused on countering drone threats and tightening measures against Russia’s shadow fleet.
The Kremlin has denied any involvement in the drone incidents.
