Mellitah Oil & Gas has opened prequalification for the Structure E subsea and pipeline package offshore Libya, with applications due by 5 November 2026. The Eni–National Oil Corporation joint venture is seeking contractors for engineering, procurement, installation and commissioning (EPIC), including a CO2 pipeline network.

The package, designated WP4B1, connects Production Platform E with subsea wells, the Sabratha area and the Mellitah onshore complex. The platform itself falls under a separate construction package.

Two export lines, for gas and condensate, would each run about 30 km from the platform towards Sabratha. Their diameters are 36 inches and 10 inches respectively. The work also covers connections to existing export infrastructure, flexible risers, subsea manifolds, production trees, control umbilicals and a roughly 130 km fibre-optic cable to Mellitah.

For CO2 injection, the scope includes a 16-inch pipeline of approximately 110 km, with sections on land and at sea, plus a shore approach. A separate 36-inch gas export line running about 110 km between Sabratha and Mellitah is an option.

The contractor would undertake surveys, detailed engineering, fabrication, load-out, marine transport, seabed preparation, installation and commissioning. Some subsea equipment is to be collected in Malta. Certain pipes and subsea systems will come from separate packages through free issue or contract novation.

The procurement timetable runs from the fourth quarter of 2026 through the third quarter of 2027, with EPIC work scheduled to start in the latter quarter. Installation is planned in two phases: the CO2 network by the second quarter of 2029, followed by the platform pipelines and associated subsea network by the third quarter of 2030.

Applicants must document their technical capability, financial position and HSEQ systems. They must also identify proposed subcontractors and the marine spread they intend to use.

The prequalification notice, numbered PRQ/JPT/37/26, is a screening exercise ahead of a later tender. Only applicants that pass the assessment will receive the tender documents, and the notice does not commit Mellitah Oil & Gas to awarding a contract.
