COSL Opens Basic Design Tender for Four Jack-Up Rigs

China Oilfield Services Limited (COSL) has issued a tender for basic design services covering four high-performance jack-up drilling rigs.

The tender was issued on 22 July 2026. Bids must be submitted online through the CNOOC Supply Chain Digital Platform by 09:00 on 12 August 2026.

The contract scope includes the rigs’ basic design, submission of drawings for approval, risk analysis, 3D modelling and animation. The selected contractor will also prepare a ship handling manual and technical documents for the shipyard, while providing engineering support during detailed design and construction.

The rigs will operate under the Chinese flag and will be designed for a maximum operating water depth of 60.96 m, or 200 ft. The design will include an option for operations in water depths of up to 121.92 m, or 400 ft.

Each unit will have a maximum drilling depth of 10,668 m, equivalent to 35,000 ft. Cantilever coverage will extend 75 ft longitudinally, while transverse movement will range from ±15 ft to ±20 ft.

The legs will be approximately 108.5 m long, with an option to extend the design to approximately 166 m.

After contract signing, the design contractor will provide the technical specifications, drawings and related documents required by the shipyard for construction and major equipment procurement. The owner will review the submitted documents.

The main basic design package must be completed within six months of contract signing and submitted for owner review. The deadline excludes the ship handling manual and certain other documents covered by the contract.

Tender documents were available from 22 July to 27 July 2026. The project will be financed with COSL’s own funds, and joint bids will not be accepted.
