BluEnergies Ltd. has signed a joint study and application agreement (JSAA) with the Liberian upstream subsidiary of TotalEnergies SE to advance evaluation of a deep-water basin-floor fan play in the Harper Basin off Liberia. The basin lies on the West Africa Transform Margin, paired with a conjugate South American margin where similar basin-floor fan plays are being explored, developed, and produced.
The JSAA is intended to establish prospects across blocks LB-26, LB-3,0 and LB-31. If economically viable drillable prospects are defined, BluEnergies Ltd. and TotalEnergies SE plan to apply for one or more production sharing contracts covering selected blocks. The parties have jointly committed an initial budget for an 18-month programme combining advanced seismic processing and sea-bottom data collection to improve reservoir imaging and reduce risk around hydrocarbon potential.
The work includes reprocessing 6,167 km² (about 1.5 million acres) of 3D seismic acquired in 2013, covering most of the blocks. The reprocessing is being carried out by TGS ASA and began on 28 November 2025. Offshore acquisition of new sea-bottom datasets is also planned, including multibeam/backscatter and heat-flow surveys, followed by interpretation.
In support of the JSAA, the companies’ Liberian subsidiaries have entered into Reconnaissance License LPRA-003 with the Liberia Petroleum Regulatory Authority. The licence spans 8,924 km² (about 2.2 million acres) across the contiguous blocks, with participating interests of 35% for BluEnergies Ltd. and 65% for TotalEnergies SE. LPRA-003 runs to 30 June 2027 and replaces the prior LPRA-002 licence.
Reconnaissance expenditures under LPRA-003 and LPRA-002 would be recoverable under any future production sharing contracts covering the blocks. Under LPRA-002, which required a minimum spend of $1.6 million, BluEnergies Ltd. reported spending $1.9 million (about $2.6 million) under the programme.
BluEnergies Ltd. said that in October 2024, it obtained a review licence from TGS ASA for the 6,167 km² 3D survey and, following interpretation, delineated seven large-scale Cretaceous basin-floor fans. After discussions with multiple deepwater operators under non-disclosure agreements in Q1 2025, the company accepted an exclusive relationship with TotalEnergies SE in July 2025, signed a non-binding memorandum of understanding on 8 October 2025, and subsequently concluded the JSAA under LPRA-003.
