Harbour Energy Opens Zama FPSO FEED Tender in Mexico

Harbour Energy has launched a tender for front-end engineering design of an FPSO for the Zama oil field offshore Mexico. The contract includes a lease-and-operate option as the partners progress FEED work toward a planned final investment decision.

Harbour Energy has invited national and international companies to submit Expressions of Interest for front-end engineering design work on an FPSO for the Zama oil field offshore Mexico.

The scope includes a lease-and-operate option for the vessel. Interested companies must submit their EOIs within seven calendar days of the tender’s publication. Further information will be provided only to registered participants.

The FPSO is central to the phased development concept selected for Zama and is intended to support initial production while limiting upfront infrastructure requirements.

The tender is one of several packages recently launched for the project. Other packages cover subsea umbilicals, risers and flowlines, subsea production systems, and 3D ocean-bottom node seismic acquisition.

Harbour Energy was appointed operator of the Zama unit in late December 2025 with approval from the project partners, including Pemex, Talos Energy, and Grupo Carso. Harbour Energy holds a 32.2% operated interest, while Pemex holds approximately 50.4%.

The partners are advancing engineering work for the development, with FEED activities targeted for completion in 2026. A final investment decision is targeted for late 2026 or 2027.

Zama is one of Mexico’s largest offshore oil discoveries in recent years, with estimated recoverable resources of about 600–800 MMbbl.

The project had previously faced delays but has progressed following unitisation and the transfer of operatorship to Harbour Energy. Further updates are expected as the bidding process advances and additional tender results emerge.
